A native/fremen faction of [[dune:locations:illusa|Illusa]] that represented the remnants of [[dune:religions:panphilopticy#traditional_panphilopticy|Traditional Panphilopticy]] as a political force.
With the end of the [[dune:events:philosopher_war|Philosopher War]] the council's power was a shadow of its former glory, and held sway only in the reactionary [[dune:factions:grand_duchy_of_ekwesh|Ekwesh]].
