Montana League

The Montana League was a Siridar-led faction on Illusa that formed during the Pashalik Entail. The league was founded by the eponymous House Montana, who sought to win the entail contest through negotiation and prevent conflict between the Siridar houses. Membership in the League was offered to anyone in possession of an Entail Claim Scrip, and had few requirements:

  1. Members were forbidden from attacking each other; conflicts between members would be arbitrated by an elected Siridar Court.
  2. Members agreed to submit to the results of a Siridar Parliament that would be called when the League collectively owned over 95% of the claim scrips. The parliament would negotiate a the selection of a formal Pasha. The winner would be awarded all owned claim scrips, but the remaining members would retain certain rights - compensation for the confiscated scrips and guaranteed land awards or other forms of inclusion in the Pashalik government. On formation it was presumed that House Montana would be selected for Pasha.
  3. Members agreed to pay taxes passed through the League Assembly. Taxes were required to be proportionate to claim scrip share ownership.
  4. Members were forbidden from interfering with trade between other members, and the League Assembly was likewise forbidden from inhibiting trade.

Members of the League were free in all internal affairs, and fremen living under League rule more often than not maintained fremen status and retained previous forms of government.
