Council Treaty 752: A Binding Pact on Domestic, Political, and International Dealings

Praise and Honor to Perifania, and all Supremes in all places: heavenly and profane. Thus to receive the assurances afforded select and capable mortals (defined- the Collected) by the Supremes in ages past but remaining unrealized by the collected for the benefit of ages hence by insignificant yet unyielding Uncollected, the Collected, specifically the Collected of potent and compelling Vernick, and the brave and stalwart Drakontas, do set forth the agreement set thus in (: # of articles) articles, taken together without exception, in part or in whole for all and complete eternity, without pause.

All sovereign or occupied nations will agree to this accord thus by notification by formal signature by head of state, or state governor in the case of occupied territories, and also by the participation of said person in the “Rite of Binding” declared and performed by the High Priest of Vernra in Molus or other residence deemed prior by said High Priest. After said ceremony, said sovereign or occupied territory will then be immediately and permanently bound, permitted, assimilated, organized, and consumed into the Collected.

The Collected, having been inducted and consumed into the covenant by valid and true ways of signature and rite, will be known by foreign and domestic exercises as “The 39 Shards,” or “The Covenant” in the province such as to the naming given before The Will at the Rite of Binding.

The Ruling Council of the Collected territory of Vernick, shall immediately and henceforth be known and called in all instances the “Council of The Will” or commonly by the “Council.” The power of the council will be those powers expressed in Article Four.

The collected, in all ways including but not limited to leadership, population, military organization, economic expenditures and procurements, religion, customs, language, and especially in the control over particular sentient’s actions, beliefs, thoughts, spirit, and all other members, be bound wholly and altogether to The Will for all and complete eternity, being valid both in heavenly and profane realms and territories, given for all time that can be expressed in any form or fashion by any sentience at any time here or henceforth till all and complete eternity.

The Rite of Binding shall occur and be presided over jointly by the appointed High Priest of Vernra and, in the case of sovereign- the head of state, or in the case of occupied territory- the rightfully appointed governor, either to be used known herein as the Invoker, together in the presence of the aforementioned High Priest and Council of The Will.

The place and site of the performance of the rite will be the city of Molus in the Collected territory of Vernick, otherwise in another location deemed suitable by both the Council and the High Priest. Only those locations found to be in possession of a suitable Binding Stone, herein known as the Doral, may be used in any event.

The Invoker, after circumstance given by the High Priest to the Supremes involved duly, will either with their own person or by suitable substitution approved by the Council, be drawn to proximity and contact with the Doral and be submitted, embodied, and consumed by it. During this exchange with the Dorin the High Priest will produce a seal of the sixth circle- 5-star variant with closed deviation- described in Advanced Vernra Seals Standards: Classified Top Level page 1573 as labeled “Dorin Bind Variation Signu.” The seal is required to be translated aloud, even in the absence of necessity by the performing priest for any reason; the translation is absolute and compulsory. Thus the rite shall pass and circumstance will commence as deemed necessary by the Council.

Being that the Collected will relinquish all ways including but not limited to leadership, population, military organization, economic expenditures and procurements, religion, customs, language, and especially in the control over particular sentient’s actions, beliefs, thoughts, spirit, and all other members, be bound wholly and altogether to The Will for all and complete eternity, The Will is consisted of and will be distributed by the many Doral taken together as one and the same.

The Will is to be maintained and formulated primarily by the Council and the many Supremes in primary and secondary roles, according to rank both heavenly and profane. The Will then will be committed, spread and subjugated to the Collected in part or in whole as is needed or required by the particular.
