The largest self-ruling Pheocian city-state. Founded originally as a Tuon colony in cooperation with Hephecia, it would soon declare political independence, though keeping it has always been tenuous.

Unable to maintain naval advantage over Hephecia, the city's self-sufficiency and significant land fortifications have allowed it to fend off several invasions from sea. The city is ruled by a senate who elect a Grandmaster of the city's Crusader Knights to act a executive. The senate has seats reserved for Tuonic, Romalian, and Pheocian groups.
