Before the outbreak of war with the [[polemos:8th_age:factions:usc|USC]] in AE238, the FPA was considered the primary counter-balance for [[polemos:8th_age:philosophies:freoismos|liberal]] nations to protect against unionist and USC hegemony. Upon the actual declaration of war, however, many states refused the invocation of mutual defense clauses, and left the organization in an attempt to remain neutral.
