Tokudan Ichi, born AE 198 in Neo-Meikyou's Toudo district to a bank manager father and homemaker mother. Arrested 3 times in high school for petty larceny and drug possession, but graduated top 10% of class. Attended Meikyou University with double major in Economics and Political Science. Joined constructionist party HTC at 16, arrested for civil disorder and failure to disperse in university. Formally questioned by Public Security Section 1 on suspicion of terrorist threats and anti-constitution organization membership, but released without charges. Graduated 3rd in class, but denied civil service employment due to anti-government advocacy blacklist.

Enrolled in PhD Political Science program of Arthenia University in Agalos City, but was approached by Section 2 and switched specialty to Foreign Relations. Studied abroad in both USC and Xiamen while recruiting assets for Section 2. Graduated with PhD in Foreign Relations after 3 years, with thesis in detecting state currency manipulation of CTC credit market. Given diplomatic service embassy posting in USC as trade advisor, promoted to Handler by Section 2. Promoted to home office after capturing a USC double agent and uncovering a radical constructionist network within Section 2. Posted to Xiamen division, promoted to division chief in AE 235 after breaking apart Xiamenese infiltration of Zaibatu executives involved in Minamiyou trade. Upon outbreak of Long War in AE 238 ran deep-cover operations to track and disrupt USC naval invasions in cooperation with Xiamenese counterparts. Hand-picked for Shibou Yomi operation due to Minamiyou contacts, flexible thinking, and proven state loyalty.

Ichi is intelligent, charming, and an experienced leader that demands excellence in those under him. Quick in wit and temper, he does not easily accept failure, especially when lives are on the line.
