Serene Republic of Lukka
A native/fremen faction of Illusa centered on the many archipeligos and rocky shores around the large eastern hemisphere ocean. Lukka operated as a merchant republic organized around a Legislative Assembly representing the various city-states, and an executive Doge who also served as Head of the Admiralty. While republican in form at the top, most city states were aristocratic in some way, and the Doge's position was functionality hereditary even though it was formally elected by the Legislative Assembly.
